Pendleton dates its founding to April 8, 1790, and its courthouse went up on the village green in 1797. Farmers Hall on Exchange Street was built in 1826, and the Pendleton Historic District, listed on the National Register in 1970, covers more than 6,300 acres in and around town. The houses are old by Upstate standards. About half of the homes inside town limits were built before 1980 and a quarter before 1960, with a median of 1980, per ACS 2024 figures from Census Reporter. Lots that age tend to carry grown-in foundation shrubs and big shade trees.
Pendleton's code makes it unlawful to let weeds or grass reach 18 inches or more within 100 feet of any structure, and the duty runs out to the curb, the roadside ditch and the grass strip by the sidewalk. If the code officer orders a lot cleared and it is still overgrown 15 days later, the town can have it cut, send the owner the bill and turn an unpaid bill into a lien. Clemson Extension aims far lower: 1 to 2 inches for common bermudagrass and zoysia, 3 to 3.5 inches for tall fescue in summer, and never more than a third of the blade per cut.
The town hauls normal yard trimmings, with conditions. Limbs and prunings can be no more than six feet long and six inches across, set out on the property they came from and kept out of the roll-out cart. Outside leaf season, leaves and clippings go out bagged. From October 1 to March 31 they can sit loose at the curb for the leaf vacuum truck. Heavy loads, lot clearings and stumps are for the owner or contractor to take to the landfill, nothing may go into a drainage ditch, and burning leaves inside town limits breaks the code.
Storms here land on named streets. NOAA's Storm Events Database logs a tree down on Mechanic Street in July 2012, a tree that destroyed a home on East Main Street in July 2013, and trees blocking the road near Pendleton Square in April 2020. The July 2013 storm also sent Eighteen Mile Creek over West Queen Street, and Central and Bishop Branch roads flooded again in 2020 and 2024. Past town limits, in the rest of the 29670 area, the county lists its Slabtown center on Pickens Drive as the drop-off that takes yard debris.

The town code bans weeds or grass 18 inches or taller within 100 feet of any structure, including along the curb, the roadside ditch and the strip by the sidewalk. Once the code officer issues an order, the owner has 15 days before the town can cut it and bill for the work. A regular mowing schedule keeps a lawn nowhere near that line.
The code covers normal seasonal trimmings in reasonable amounts, cut no longer than six feet and no wider than six inches and kept out of the roll-out cart. Abnormal quantities, lot clearings, tree removals and stumps have to go to the landfill by the owner or the contractor. Ask us how the trimmings will be handled when you call about the job.
Not inside town limits. Pendleton's code makes it unlawful to burn leaves or other waste in town, with exceptions only for cooking and small fires in fire pits or grills. Outside town limits, the SC Forestry Commission must be notified before you burn leaves, limbs or branches, and you need a firebreak and must stay with the fire until it is out.
