Clemson is a Pickens County city. Of its 17,681 residents at the 2020 census, only 40 lived on the Anderson County side, and we come up from Anderson, about 15 miles away. It is also a city of renters. ACS 2024 figures from Census Reporter put the owner-occupied share at 34 percent, so about two of every three occupied homes are rented, and the median house dates to 1989. The university campus is counted as its own place, with just 54 housing units. For landlords and owners who live elsewhere, the lawn has to stay cut without anyone checking on it.
That matters because Clemson's limit is tight. The city adopted the 2021 International Property Maintenance Code and wrote ten inches into its section on weeds, and its own code lets the city fix a neglected property and add the cost to the owner's annual tax bill. Clemson Extension puts tall fescue at 3 to 3.5 inches in summer and zoysia and common bermudagrass at 1 to 2 inches, removing no more than a third of the blade per cut. Under big yard trees the choice of grass shows: Extension rates tall fescue good in shade and bermudagrass very poor.
The city's leaf rules are specific. Leaves go in long rows within 10 feet of the street, away from power poles, cable pedestals, water meters and manholes, and they should not be bagged, because the vacuum truck skips bagged leaves. Limbs go to the curb in lengths of 6 feet or less, stacked parallel to the street and kept apart from leaves and clippings. One rule hits hired help directly: the city will not pick up limbs generated by contractors. Trees on city rights-of-way also need the city horticulturist's written permission before anyone damages or removes them.
Storm damage in Clemson is on the record street by street. NOAA logged trees falling on homes in the Clemson area in June 2011, with one badly damaged on Augusta Road, a tree that caused major damage to a house just east of town in August 2014, and a tree on two cars on Lindsay Road in July 2021. In October 2015, tributaries of Twelve Mile Creek flooded roads in the Woodland Heights and Dellwood neighborhoods. In August 2008 a tornado crossed the Clemson University campus, and Helene blew down thousands of trees across the Pickens County zone in September 2024.

Yes. We set a regular mowing, edging and trimming schedule so the yard does not depend on the tenants. Clemson's code sets ten inches as the limit for weeds and plant growth, and the city can do the work itself and add the cost to the owner's tax bill. Cuts on a set rotation keep the lot far from it, with no one needing to drive by and check.
Not with the vacuum truck. The city's street maintenance page says bagged leaves wait for the brush crew, while loose leaves raked or blown within 10 feet of the street get picked up faster. Long rows work better than big piles, and leaves should stay clear of power poles, cable pedestals, water meters and sewer manholes.
Almost none of it. The 2020 census counted 17,641 Clemson residents in Pickens County and 40 in Anderson County. We are based in Anderson, about 15 miles away, and Clemson yards get the same work: mowing at Clemson Extension's heights for the grass you have, clean edges, trimmed hedges and fresh mulch in the beds.
