Williamston exists because of water. The town's history page says West Allen Williams found a mineral spring on his land one fall day in 1842, and once the railroad arrived in 1851 the place became a resort known as the Saratoga of the South. It went by Mineral Springs until 1852, when it became Williamston. Williams gave the land around the spring to the town for a park. The spring still rises at Mineral Spring Park on West Main Street, beneath a gazebo in the shade of large trees, as the Anderson Observer describes it.
Then came the mills. The Observer notes that mill housing rose behind the park, and the South Carolina Encyclopedia follows the Gossett Cotton Mill to Textron-Southern in 1946 and Mount Vernon Mills in 1957. The houses show that history. The 2024 American Community Survey gives the town a median year built of 1970, with 37 percent of homes from before 1960, another 24 percent from 1980 to 1999, and just 4 percent since 2010. Big trees over older lots mean shade, and Clemson says turf in shade should be mowed higher than the same grass in full sun.
Williamston's grass rule is an old one. Section 50-20 of the town code calls any weeds, grass or plants other than trees, bushes, flowers or ornamentals growing past 12 inches a nuisance, and the section's history notes list ordinances from 1930 and 1947 among its sources. The town clerk sends a notice demanding the problem be fixed within ten days, and after that the town may handle it. For an uncleared lot, Section 46-12 adds the cost to the owner's annual tax bill. A lawn cut on schedule, trimming just the top third each pass, never gets near the limit.
Yard waste comes with a recipe, Section 46-9. Leaves and clippings go in tied plastic bags in their own pile. Limbs up to 4 inches thick are cut to 6 feet or shorter, and thicker ones to 2 feet, in a separate pile. No pile may top 4 feet high or 10 feet wide, piles sit 2 feet apart, and nothing goes out more than 24 hours early. Lot clearing, tree cutting and large stumps are the owner's job. Storms add to it: NOAA logged trees down on North, Hamilton and Tripp streets in June 2011, and numerous trees in and south of town on September 12, 2023.

Twelve inches. Section 50-20 of the town code makes weeds, grass or plants other than trees, bushes, flowers or ornamentals over 12 inches a nuisance. The town clerk serves a notice with ten days to fix it, and then the town may step in. Regular cuts that follow Clemson's one-third rule keep a lawn nowhere near that line.
Not all of it. Section 46-9 says the town will not collect lot clearing, cutting of trees or large stumps, which stay the owner's responsibility. The town's separation sheet takes stumps no larger than 2 by 2 feet and logs 2 feet or shorter, kept apart from other trash. Mixing items can mean the pile is left behind, and it could bring a fine.
No grass loves deep shade. Clemson's turf factsheet names St. Augustine, zoysia and tall fescue as the ones that tolerate as little as 4 to 6 hours of direct sunlight a day. Tall fescue is popular in the upper Piedmont, though summer heat can stress it. Whatever grows under your trees, Clemson's advice holds: mow it taller in shade.
